The public care about their parks and open spaces. For the first time in history, the majority of the world’s population now lives in cities. Green spaces in towns are crucial for urban communties, therefore. Parks are community spaces - areas where children play, where we meet friends, feed the ducks or walk the dog. Good parks help people live healthily, communities come together and local economies grow.
Polls have shown that the public wants more from their councils - better, cleaner, safer public spaces. But politicians are letting us down, not listening. Parks, allotments and nature reserves are never high on politicians’ to-do lists. There are some 70,000 hectares of derelict or vacant land across England and Wales.
But there are green shoots - around the country, community groups and committed volunteers help manage parks, raise funds and provide eyes and ears against vandalism. Parks are better when communities are involved. The recent Channel 4 programme, The Big Town Plan, http://politicsforpeople.blogspot.com/2008/08/big-town-plan.html demonstrated that when there is genuine public ownership of parks, they are better used and less vandalised, even if they don’t meet the aspirations of fancy designers.
So if parks are better and communities happier when the public are in control of our open spaces, why do councils keep their budgets on such tight leashes? What can we do to better support Friends of Parks groups and allotment societies? Could co-operative models like Community Land Trusts be used to give genuine ownership of open spaces to communities? Should the Royal and National Parks be more accountable to their users? Could community-owned farms help keep farmland in sustainable use and assist new farmers gain access to that career?

Having been involved in my local park consultation group for the past 5 years I have to say that my views on this are mixed. With a committed Parks Officer the initial responses to the group (made up of local residents like myself, bowls club users etc) were good, but a new Officer has less commitment and the group’s role has been diminished. I am inclined to the view that we need less consultation and more control, and perhaps Parish Council status would give us that, with the ability to raise income directly from household rates.
