We all recognise the severity of the threat that climate change poses to our world and the importance of the steep challenge that faces us in drastically reducing our carbon emissions. October saw the Government announce an amendment to the Climate Change Bill, setting a legally binding target to cut 80 per cent of greenhouse gas emissions by 2050, showing its firm commitment to achieving the objectives set out in the Kyoto Protocol.
In 2006, the Co-operative Party launched our Carbon Neutral Communities campaign, whose goal was to encourage individuals to take initiatives within their own community to make their town, district or borough carbon neutral.
The Transition Inniative is one way in which communities have been trying to achieve this. There are now over 70 places in the Uk that have adopted the model and obtained official ‘Transition Town’ status.
What sort of policies can enable people to come together and build carbon neutral communities?
What are the ways in which we can help communities to attain carbon neutral status? Are there new policies that we can implement which will deliver economies of scale and bring down costs of environmental technologies?

I believe that local production and distribution of energy through micro-generation and internet-like energy grids are at least part of the solution.
Policies should provide further incentives for the deployment of residential energy generators such as wind and photovoltaic, and utilities company should receive incentives to expand their business into the provision, installation and maintenance of local grids connecting individual houses and neighborhoods to each other. This would allow locally produced energy to be used locally, with only the reminder sent across progressively wider distances.
